French magistrates decided on Friday not to place IMF chief Christine Lagarde under formal investigation over her role in a 285 million euros arbitration payment made to a supporter of former president Nicolas Sarkozy.

Lagarde was instead given the status of a “supervised witness”, after she was questioned on her 2008 decision as Sarkozy’s finance minister to use arbitration to settle a court battle between the state and businessman Bernard Tapie.

“My explanations answered questions raised about the decisions that I had made at the time,” Lagarde told reporters outside the Paris court. “My status as a supervised witness is not a surprise for me because I always acted in the interest of the state and according to the law.”

May continues to bring scant springtime sunshine across western Europe. Instead, unsettled and unusual weather conditions have hit large parts of the continent.

Heavy rain and melting snow has caused rivers to overflow and forced hundreds of people out of their homes in eastern Norway.

In London, Amsterdam, Frankfurt and Paris temperatures are between five and 10 degrees centigrade lower than expected at this time of year. The snow ploughs are still being used in the Alps.

“I have never seen this in my entire life, and even an old man of 90 years old has never seen this. It is very weird,” said one man in Vosges in eastern France as he gestured at the snow.

It is not expected to be any higher than 12 degrees anywhere in Switzerland over the weekend – except Ticino in the south, where residents can look forward to what may feel like a scorching 17 compared to the icy conditions in some parts of the country.

Peace may finally be on the way for the Democratic Republic of Congo.

The Secretary General of the United Nations Ban Ki-moon announced 3000 more UN troops will be deployed in the area, during a visit to the eastern city of Goma.

He said their mandate will now allow them to enforce peace if necessary.

“The intervention brigade will address all this violence and will try their best to protect human life and human rights and human dignity of all the people here.”

This part of Congo is close to Rwanda, which is accused of helping the M23 insurgent group, currently involved in hostilities with the Congolese army.

Meanwhile, the World Bank has announced an aid package totaling a billion dollars, to finance health, education and Hydro electric projects.

It’ll also try to stimulate development and cross border trade.

Cannes has become a victim to its glamour once again, as a second suspected jewellery theft of a diamond necklace worth almost 2 million euros was reported on Thursday. Despite heavy security, it disappeared from a hotel during a star-studded event, according to jeweller De Grisogono.

Lightening up the red carpet, actor Jerry Lewis made his comeback at the premiere for his latest film in 18 years ‘Max Rose’, but he couldn’t steal all the media attention.

“With the prize ceremony just three days away, nominees are jostling for the Palme d’Or. Alexander Payne’s film ‘Nebraska’ strikes a chord showing the American mid west in a light rarely seen on the big screen. Whilst Abdelattif Kechiche offers up a lesbian love story in ‘La Vie d’Adèle’ which is troubling and often raw.”

It is Payne’s second attempt at the Palme d’Or, after ‘About Schmidt’ competed for the top prize in 2002. Shot in black and white, ‘Nebraska’ starring Bruce Dern and Will Forte, is a melancholic tale of a father-son road trip. So far it has received mixed reviews from the critics.

One of the most talked about films in competition is ‘La Vie d’Adele, Chapitre 1 et 2’ starring Léa Seydoux and Adèle Exarchopoulos. It has premiered to rave reviews despite raising eyebrows over explicit love scenes and a running time which could limit its release.

It is the first film entered by French-Tunisian director Abdellatif Kechiche at Cannes. Answering journalists, he said it was not his intention to make a film about gay rights, but merely to depict beauty in the love scenes.

The woman who talked to the attackers of the soldier in London has described how she tried to calm them down.

Ingrid Loyau-Kennett is originally from France, and is a cub scout leader.

She approached the two men who were still on the scene near the body of the man on a street in south east London.

“Well I saw a man on the road, obviously injured, and a car badly crashed. So I assumed it was a road accident. When I approached the body there was a lady cradling him and then the guy, the most excited one of the two, said ‘don’t go too close to the body’. I thought ‘OK’ and because I was down I could see a revolver, a butcher’s knife and do you know this axe the butchers have to cut – yea that’s what he had. And blood all over him and I thought ‘what the heck happened here?’. And I though OK obviously he was a bit excited and the thing was just to talk to him.

He said, ‘don’t touch, I killed him’. I said ‘Why ?’ He said, “He’s a British soldier he killed people he killed Muslim people in Muslim countries and he have nothing do to here’. So I tried to make him talk about what he felt.”

Reporter: “Were you not scared for yourself in that situation ?”

“No!”

Reporter: “Why not?”

“Better me than a child, because unfortunately there more and more mothers with children stopping around, by,so it was even more and more important that I talked to him asking what he wanted.”

Ingrid Loyau-Kennett has been commended for her bravery by the London Police.
