Bosnians say they will continue to protest over the case of a baby girl who died after political and bureaucratic wrangling led to crucial delays in potentially life-saving treatment.

Three-month-old Berina Hamidovic needed to travel to Serbia for surgery but had no passport. Her parents also said Bosnian health authorities refused to cover the cost.

“We’ll be coming here until this situation is resolved, peacefully, and we hope that some higher force will help us to solve this problem,” said a protester outside parliament in Sarajevo.

“They have let us down. The state has failed us. We’ve been giving them full support, we pay them, and we pay them to be there for us when we need them. But they have been letting us down in most difficult times,” added a second woman.

Berina had a hole near her windpipe. An operation in Bosnia was unsuccessful; by the time her parents did get her past border police and reach Belgrade she had contracted an infection that proved fatal.

Even before she died there had been protests over thousands of newborn babies denied passports and medical cards – because politicians – divided along ethnic lines – could not agree on a system for issuing ID numbers.

Russia launches murder probe over death of US adoptee 19/02/2013 19:55 CET

Thousands of Bosnians held a candle-lit vigil outside parliament to mourn the death of a baby who fell victim to political infighting in the ethnically divided country.

Three-month old Berina Hamidovic was one of many who had been denied papers because of a row between the different factions over the allocation of ID numbers.

Her parents say the delay in taking their daughter without a passport to Serbia for urgent treatment cost the girl her life.

“We took our child to Belgrade but we had to beg to do it. We couldn’t get an ID number for her from state authorities. We had to organise everything by ourselves, to get her across the border and back,” said Berina’s father, Emir Hamidovic.

The baby, who had a hole near her windpipe, contracted an infection and died. Serbian doctors had agreed to perform the surgery but Bosnian authorities reportedly refused to pay for it.

The protests at the institutional paralysis began two weeks ago. Ethnic divisions that prevented politicians from agreeing how to allocate ID numbers meant babies born since February were left unregistered.

The Serbians have been pressing for a new registration arrangement along territorial lines. Bosnian Muslims argue such a system would cement the ethnic divide.

Similar ethnic wrangles since the end of the 1992-95 Bosnian war have weakened central government, and blocked reforms and the country’s path towards membership of the European Union.

German Chancellor Angela Merkel has welcomed Chinese Premier Li Keqiang to her country retreat north of Berlin.

It was smiles all round after the signing of a range of bilateral business agreements.

But a trade row is brewing with the EU.

Chinese officials will meet for informal talks with the European Commission on Monday to try and defuse a dispute over solar panels and wireless equipment.

China denies EU claims that it prices its solar panels and mobile telecom devices too cheaply and dumps them in Europe to corner the market.

But Brussels is considering imposing punitive import duties on solar panels from China.

This comes after the US levied its own duties last year, a decision opposed by Beijing.

The EU is China’s most important trading partner while for the EU, China second only to the US.

A 6.6 magnitude earthquake has struck China’s southwestern Sichuan province.

Reports suggest that scores of people have been killed and over 2,000 injured.

The quake was felt in neighbouring provinces causing people to flee buildings in search of safety.

The epicentre, in Lushan county near Ya’an city, had a depth of around 12 kilometers.

Authorities say 6,000 troops are heading to the area to assist rescue efforts.

Most of the deaths happened in Lushan as buildings toppled, power lines fell and water supplies were severed.

Emergency services say 32 survivors have been pulled from the rubble.

The quake area is close to where another devastating earthquake hit in 2008 that left 70,000 people dead.

Headache for head of state as Italian politics fails… 29/03/2013 18:37 CET

Reports from Italy say centre-left leader Pier Luigi Bersani is to step down following politicians’ failure to elect a new president at the fourth attempt.

He told deputies from his Democratic Party (PD) that he would resign as soon as a president was chosen.

The centre-left’s preferred choice, the former EU Commission President and ex-Italian Prime Minister Romano Prodi, came top but was more than 100 votes short of the winning target. He later withdrew his candidacy.

The head of state’s election is seen as a vital step towards breaking the stalemate after February’s general election.

Bersani’s attempts to form a coalition failed and his inability to get a president elected show the extent of divisions even on his own side.

On the right, Prodi’s nomination was bitterly opposed by Silvio Berlusconi and Alessandra Mussolini’s far-right group.

There will be another attempt to choose a new president on Saturday.
